Due to the upcoming irritating exam, the Chief seriously wont be around for awhile. He'll try his very least effort to avoid any distractions and to focus onto flipping his sleepy notes.
All leaders, including the Co-Leader, will be in-charge (with the Supreme Head). They are to manage the tribe according to its law and whoever have done well in managing will be worthy to be a Supreme Head. Tribe members will be the witness and Tribe's Diary will be evidence.
