How do I use these? I tried using it on nearby mice but neither of these seem to work.

I assume it's similar to ice cube and you can't use it on a crowd of mice, only a singular mouse. I saw a few people use it last night with no issue.

Both are usable after 1 person gets in. Easy Victory only works on 1 mouse at a time and after 1 mouse gets in. Chief's Food gives your cheese to the chosen mouse and works after 1 mouse gets in.

Not a bug - Jaycpenney explains how this works pretty well. This could definitely be better documented in the ability descriptions though.

you have to give your cheese while shaman to a mouse and get it again

You need to HAVE a cheese if you want to GIVE a cheese. Logic is rare in video games...
