When tribes, friend lists, and/or whispers are not working, the community platform is down.

Some features of Transformice, like friend lists and tribes, are shared with multiple games. To make that work they run on a separate platform, named the community platform. When you notice that these things don't work, it usually means this platform is down. You can still play the game while the platform is down, just without the features listed above.

What can you do when this happens?

This is an issue that is on Atelier 801's end, and not yours. As such, there's not really anything you can do about it. You will simply have to wait for it to be restarted, which it may do automatically.
