I suspect its more related to player demand.
They'd already had a mini-event planned with all the space stuff, but because players have been demanding they bring back the fishing event, they've been forced to comply with that, but didn't have any rewards ready, so they reused the old maps and relics with these new items that were for a different event entirely.

and that event has been scrapped and is being used for the future event.

I get 3 relics every map
but sometimes I get the same relic twice
