There are better compressed (lossy) image formats (and standards) that support animation, but GIF has been a much used standard for a long time, nobody would invest the money in other ones at the moment. Hence why JPEG is widely used even though there's better formats. It's all about money.

Also, a million times smaller? There's boundaries in compression, Impure :D

Actually the thing they could fix about gifs is simple if they take inspiration of the video codex. Since gifs load new images for each frame. While the better video codexes, just look at the previous frame and make changes apon that one. Lets say 50% of the gif one area stays the same colour, that area would then not have to change at all and safe on space.
