That is not true at all from what Finalnova (or baasbase memory is bad) told me when we had a fight about how long it was taking some maps in disscussion. He told me incase of a tie a mod like barrydarsow as he is head mapcrew mod will break the tie (like zumichi said)

Unless things have changed of course

That was never the case. Barry used to push maps that needed to be taken care of(i.e. ones with ties)

Wow, I'm so lazy right now. Basically, IF was used on normal dynamic ground with red nail. Some grounds don't disappear because they have invalid mass, so it doesn't matter if you put a red nail on them, they won't disappear.

Well there is no mechanism...Only the appearing room..... It would be good for P1 i think.

There's wasted space between the two environments, the scroll back when at the right ruins the feel of the map, the gameplay is very minor (Which is what Aqvaswirle ment with bad portal effect execution) and requires bouncing on a bed and while the left side was pretty nice the right side is disappointing.
