I don't think you earn Angry Mouse by being a shaman on the map, you have to kill all the mice as Finland said, because I've played the event map 4 times and 3 shams didn't earn it as some mice entered the hole.

I believe the fact they're not unlocked is a bug, given that the previous events' locked items were unlocked.
