Yes

It's a good idea, as you said can easily be abused with things that are inappropriate.

With that said, I feel this would go better as a separate team of volunteers. A position that people have to apply for, that way if they were to implement a approval method it would be concentrated into the smaller team of volunteers. Not to meantion would allow more people to get involved in the community in a controlled setting.

That's my suggestion for you to add if you wish, I just don't see it being implemented any other way.
