I've been looking through the SWF files and I could not find the new cartouche, either, Meli forgot to add the word 'not' when saying that 'there is a cartouche' or they've forgot to add it to the server.

If the cartouche will be an enigma, they will add this when it starts. Atelier already did it other times, adding the enigma rewards 1 or 2 weeks after the event started.
