idk a tool that does that but you could try Topic-363554 along with a side of hard copy/paste work

This will compress everything except v="" attribute in ground tags. v="" will be lost.
Also there might be a bug when you compress joints.

There is no detailed way to make a mechanic map, it's like asking "how do you make a map" you just make what comes to mind, try asking how to make certain mechs

I'm making a roller-coster map, and I need an accelerating ground to make the cart get back up.

Physics are key to acceleration, if you pay attention to real roller costers, you'd notice most all have large hills attach to the coaster to pull it up the hill then drop it. having a booster ground while the ground is already moving might be very derpy, so I'd recomend some kind of pully system for the hills.
