The term 'No-Shaman' intends not only P7 but P17. Both of these categories have different guidelines, the choice is up to you. If you choose P7, you can utilize what you said (of course, following 4th category requirements). Otherwise no mechs, backgrounds etc etc.

I believe making it non-dynamic will result in altering the primary XML, what is forbidden. No.
