Is it ok to add moving mechanisms for Category 4? As long as it doesn't make mice have the upperhand? Also, do I send my entry for Cat 4 as a normal tribehouse?

There haven't been any clear guidelines about vampire maps yet.
Don't have anything against mechanism maps for p11, but still, not sure how they'd work out.
My advice to you is to go with the current style. Don't be too much over the top.

Yoyo told me that water is fine for vampire maps as long as there is no clear advantage given to the mice. Of course, one must keep in mind that vampires can't swim downwards.
