Its just the pen tool with a couple of settings changed as seen above

And then I drew some lines n stuff and then I put on the fringe effect and on the lineart I did preserve opacity and airbrushed 3 different colors: dark pink/purple on the bottom, pink in the center, and blue at the top and yeahh
