Rainbow border just means it's temporary, the gifts from Christmas and candy from Halloween had rainbow borders and were tradable

As I said, the user who posted that statement about there being 40 ribbons needed for the badge isn't correct. We only know that it takes 5 ribbons to get the "Pilot" title.
