Ok i was thinking of making it look gloomy, it was suppose to be raining, thats why it has a leaf umbrella
but then.. the bright colors are so lovely that i cant make it gloomy

depends,
characters with lineart and flat colors can take up to 15 to 45 mins
A fully shaded one takes about 45 mins?
background can be up to 1 hour +
around there, i am not sure..
But my streams are normally 2 hours plus, so most probably it can be longer.

You are using a lot of textures, this usually makes the drawing better but.. This is too MUCH ! :(
And.. the mouse is not .. not.. I don't know what to say, I'm not english xD (I'm french, teehee ~)
The anatomy seems not riiiiiiiiiiiiiight ! The feet seems... gigantic !
