I'll slice down the cheese really easy for you since it's easy to understand but no one is going to give a straight answer on it:

1: These posts are in response to entire topics of announcement threads which have been created by admins internationally and they serve as a place to discuss these updates within your own community.

2: These posts are about in-game updates.

3: The new module forum is considered to be of low discussion value, hence why it was placed in the "small announcements" thread, undeserving of its own thread. It can quite easily be thrown in here where most forum updates are discussed anyways.

4: The sents and mod-sents have the final say in what we are allowed to discuss.

Over all, these are significant updates about in-game items that the admins considered worthy enough to create an individual thread for, unlike this update, so the sents are only following precedent set by the admins' actions.
