I don't think this is really needed. If you have a problem with chat, you can ignore people or go to a different room. Fruthermore, I don't think one should be able to disable ALL the communication with one simple command.
Perhaps an option to hide the chatbox would be better instead?

Whoever didn't support somewhere up there^ and said to ignore everybody, people come and leave rooms all the time. Should be fun enough to ignore them all. '-'

You can do what Rifty said, and you can just deselect "Display messages of members from other communities". I've found that when I deselect that, I can't hear anybody anymore.
(Well not hear per se because you can't hear text but you know what I mean XD)

Note how this was suggested before the "Display messages" option.
Also non-supporters without a reason, please, read the whole post. I asked for a reason at the end, and I would appreciate one. e.e
