The shamans can decide if they want to use the skills. You know it's their own mouse. The map editor can't control what the shaman does (sometimes). They can't just simply disable skills. Some people like skills y'know?

Skills are there to help shamans and help the mice get the cheese faster.

Besides, some shamans (thinking they have skills or smth, wings especially) may accidentally suicide since they don't know that skills disabled. And they can't be revived since Unburstable (a skill) would also have to be disabled.
