From what I understand, the /who command is bugged at the moment and only shows people who joined the chat after you. So you might have to sit in the chat for a while before it shows anyone.

Unless it broke completely over the last few days.

That's normal and unrelated to chat rooms.

typing /lua opens a terminal of sorts for lua testers to input script to run such as minigames.
