That seems to be a common misconception and I've been asked about it frequently. I don't know of anyone being disqualified for water glitching and I don't see why they would be since it isn't a stat-related glitch.

I still wouldn't recommend it though, as it can look a lot like some of the hacks out there and you risk being votebanned or hack banned by a nub mod.

Sometime I saw it mice use fly or laggy, I don't know what happened to mice on 1st O_o people said He is hack..

Water maps (such as map 131, map 132 and other maps in normal rotation) can be unfairly completed by use of water glitch thus being a stat related glitch as they've gathered a first they didn't deserve.

Also, bootcamp maps such as @460961 can be massed farmed due to the water glitch.
I don't understand why it's not considered a stat related glitch?
