(and you can view Announcement forums for Admins posts)

Not everyone will see the announcement post.
Because not everyone used forums.

I'm all for being able to send (and receive) messages in game, but only if it means integration between the game and forums.

Clicking someone's name in game and choosing "send message" (or whatever you call it) should be the equivalent of sending someone a forum PM. Likewise, getting a forum PM should also get you an alert in game, allowing you to read your message and optionally reply to it.
