Modules shouldn't decide titles.

It's great.
But there are other things to think about, for example, what if a, say, P5 map gets depermed?
Do you lose the title? Because you're not supposed to be able to lose titles.
Also, because of tfm's perming system, it's also quite difficult to implement (afaik)

[e] titles also shouldn't be awarded for "test" maps (ex. p32, p41, p42) or tribe house (ex. p22) or deleted (ex. p43, p44)
