I believe it should (if possible) be an on/off privilege, separate from the ability to change the greeting; that way, only the selected people (and the leader) could do this, and others could still change the greeting but wouldn't be able to add images.

Though, then again, I don't really know if this is possible suggestion in itself. So, /half support.
