this just started happening to me
it's happening with connection/disconnection messages, whispers, and tribe chat, but not the normal room chat [using official standalone]

however, nothing is doubling on my alt [using firefox]

e/ it still happens after relogging

Having the same issue, only with PMs and friend (dis)connects though.

It looks like double community platforms. This would explain why only whispers, login notifications and tribe messages are doubled (and not the chat)

Wait for the admins to come online and fix it again. The platform will not fix itself in this case, because both the actual and double are running properly. This has happened before.

unless the cp somehow works differently on standalones and browsers???

No. The cp works the same on standalones and browsers.
It's possible that there was a delay in loading the second one. There's sometimes a delay when you login, before tribe message pops up.
If given enough time the double messages would probably appear on the alt

I wouldn't say its a problem with the client, it just appears slower for someone logging in for the first time on an account in a while.

But meh. Leave it to the admins to fix it, they should be on soon
