For a few of the following reasons:
1) All of the fur badges have different body placements and due to that adding items to it would be impossible/look horrible. The staff would have to remake every single item in order to get them to fit on the badges then remake every single badge to have the same positioning so the items would know where to go. (and a drag and drop feature for the items would probably ruin the quality of the item)
2) Only being able to have one just because noobs can't afford it? Just like in real life, you get what you work for.
3) it's just overlaying an item on a premade fur badge. It really isn't worth a whole new in-game system.

The idea is cute in theory but the more you think about it the more impractical it is.
