I have a question, what if you were banned due to someone getting on your account? Would you still be able to have a chance at applications?

Depends on how long ago it was.
Given that a user accessing your account would likely be due to your own error (an unsecure password, sharing the password, et cetera), it would probably decrease your chances, yes.
