In my own thoughts this is how the map goes.
If there are 4-7 mice in the room, there is 1 pilot.
If there are 8-12 mice in the room, there are 2 pilots.
If there are 13+ mice in the room, there are 3 pilots.
That's what I've noticed from my rooms.
