I get the feeling this 5th anniversary update is messing with the event timers.
2 days in a row I played for about 100 minutes or more but never got the children's day map. But seen the Easter map a few times.

how about retro did you get any retro maps? Module events run on the same timing slots iirc so since currently we have two module events (children's day and retro) the likeliness for children's day event to run was decreased in some sense

I think that perfectly explains it.
At first I thought the minimalistic graphics setting was being buggy when I eventually realized what's really going on. XD

Anyway, finally completed it so no need to worry about this anymore. Just have to hope for more merciful physics and shamans on the Easter Map.
(The Easter Map's timing seems fine).

That's because the Easter event is not a lua event and if I recall correctly it runs on a different "timeslot" so to speak than lua events.
