Because there might still be a possibility of an enigma. Just because there is none at the moment doesn't mean there won't be in the future.

i counted the pumpkins on the new candy maps. it same out to 2, , but then instead of 4 it became 13

Although the title isn't available at this time, it doesn't mean it won't ever be available. It may just take a while for them to code them in. I mean, the whole event itself was late so you should probably expect the titles to be late too.
