The title is "little monkey" but the dragon event isn't related to any monkeys I could just say that they meant 2016 Chinese monkey's new year. and for the 28 they meant the first day of the Chinese rooster's new year since the monkey is from (Feb.8,2016 until Jan.27,2017)
But I'm not sure about the multiple 3, 28 number.

But today is 28th, the first day of new year and 2017 is year of chickens,
The celebrate end in 3rd of the new year that mean after 30th Jan.

My idea is you would get the Papaille message saying 28, which means that at the start of the Chinese New Year, the enigma would be starting aswell :P
