The Yellow flag with green writing will send you to the AR section of the site. Moderator and Sentinel applications are open for AR, Map Crew is currently not open, and you have to speak English (or French for the latter) for module/brigade.

edit: though you have to apply in English for mod/sent

I imagine it's your total playtime.
