Main part which you should look at is the part between the <L> and </L>

M1 being the object you want to lock its axis of movement,
M2 being the non dynamic ground


Axis="X,Y"

where X=1 means movement on x axis being enabled
and Y=1 means movement on y axis being enabled

while when X=0 means it cant move on the x axis
and when Y=0 it cant move on the y axis

.

changed the aproach as what i saw was moving left and right @_@

I jumped the gun too fast and started writing before i read this.
so you want a ground to consistently go up, yet can move left and right?

Well here everyone is the modification of the system which i used for the axis locked grounds to make an object that moves upwards,*takes some time though* but can freely move <--------->
