i believe ( not positive ) it's been confirmed that the bar raises depending on how many mice spam CHARLOTTE.

Well I got a teapot in small room, so it might fixed again.

EDIT: I got 2 teapots in 2 rooms now.

so i checked several rooms and got to the conclusion:
the bar will not fill up if the room has more then 40 mice.
