most of them are built into clip studio paint! i got csp when it was in a half off sale (which happens sometimes, esp during the holidays) -- you can add photoshop brushes to it as of the latest update as well
other than that, going onto deviantart and typing in like... "screentone brush / pattern" or "manga brushes" usually has a lot of free resources!

I wouldn’t have thought about looking for brushes on dA before
Will definitely use it someday, ty! <3
