Just make it so that only the Spiritual Shaman can do it and problems are solved.
It would be completely up to the tribe's leader and isn't anywhere as chaotic as the new tribes being made everyday.
It would also clear up used names that were ditched and it would just be overall more convenient without the issue of having to create a brand new tribe and inviting the same people in it (especially the big tribes). People can always readvertise for confusion. It should also be known that one can always leave a tribe at any given time if they're not pleased with something.

It'll completely change the tribe! The people in it will probably think some hacker just broke into their account, made then quit their own tribe and join someone else's.
