The top left mouse looks like hes pointing at his eye.

So maybe its a charades type thing where the phrase starts out with "I"?

Actually, beginning with the St. Patrick's NPCs, for some reason new NPCs don't show up at all when a selfie is taken. Plus a lot of those characters don't even show up on the map.

By the way, I don't think there's much of a point looking for clues in the character pictures, aside from Berta and Mirolle those were all made four years ago so I doubt they'd have any relevance to what is going on now.

He is just making the victory sign to take a selfie. He is King Fromagnus from the Epiphany event.

Most of characters appears in event map randomly such as Mirolle and Jingle, and most are in village already maybe if we take selfie with each NPC (in order) we may found Berta or something?

The hat is just a pure coincidence and was designed by the jury - plus, the length is short due to it being a limited-time item which wont be available again, once it's gone it's gone

I think, this enigma is Mirolle, Elisah and Berta story related.
After checking the game file, i think they added new feature, that displaying some images for Berta.
