What if the first arrow represents the first hand's moving line! The x is the point, where it stops.
The second arrow can mean to move right, and the 2 means, we have to move 2 blocks. Maybe we have to do something on the second hand?

I can't really tell what the already uncovered Chinese character is because the way it's written is quite poor. At this stage it seems to be 稤 or 掠 to me, doesn't really have much meaning yet without knowing what the other character is
