I believe he's meaning that having a network of "spies" dedicated to finding the hacks and reporting them would be more efficient than having staff members do it (I know that they worked hard at it like Barry, but they still balanced their moderator duties) since trying to dominate the hacks would be their only priority/duty, hence the "world domination" part.
I'm just trying to get meaning from it instead of immediately lashing out since he's posting in a light-hearted manner.
(Though an official application would probably be better for this)

These 'spies' will also be downloading said hacks and testing them, can be under 18, and are profiled by a short paragraph of why they want to join.

Come on tig, you think getting 10 yr old groups into hacking websites won't turn them vulnerables to hack tfm? sence they're are downloading and trying in-game? also vulnerable to malwares and getting their account stolen?

Also you guys put those words like "spy network" "brand-new secret sub-forum" & "privileged contact with the administration" to attract those poor kids?
