If we sucessfully made a map for Cat3 would that not nessisarily mean it would become P4? (excluding P1/22) is it possible it could become P6 or P9 or anything really? All it states is that it has to have the shaman do the work?

Yes, it's possible, when I create polls to vote on categories for the winners' maps, I usually add options of all the categories that, in my mind, these maps are suitable for. (Of course, I won't add P7 as a variant for shaman map).

So a map could technically be submitted in Cat3 as if it were for P6 even though it doesn't necessarily have the traditional P4/P8 buildathon aspect as long as it follows the category's guidelines, right?

Meh. P6 is a bad example. More likely the map will be considered else only for P9. P6 is only when the concept is based on the mechanism playing a serious role in the gameplay.
