That wont happen. Even for the tougher categories, they still get a lot of maps submitted. And, remember. The contest is only in its 2nd day.

I don't think anyone can win by default since the prize is a higher perm for a month, and no one appreciates a map that clearly isn't fit to be P5/other perm in the rotation. ^^' At least I hope not. x.x"

And I was browsing through cfm, I saw lots of decent 3D maps; some from map makers I've never heard of before as well. @_@ I'm certain there will be several entries.

I asked the same question when I entered my first contest, but I've forgotten what they told me. xD

From what I've heard, you only get to keep the perm for a month; once the month has passed it will be P1, then discussed with map crew to see if it's fit to be kept as a higher perm. If it's passed, it will be permed higher again.
The exception was that vampire map contest we had a while back; apparently there wasn't enough P11 maps to disperm the contest winners, so they're still P11.

No, the p11's went through the same process, but they were all good enough (which isn't hard with only like 23 p11's at the time.)
