Do you mean no shaman spawn? Only maps that are accepted for P7 will have no shaman spawn, so you have to create your map normally, and submit it for P7 when you can.

You can show off your maps here ( Topic-1826 ). If you want to submit it for perm, wait until we have a Map Submissions subforum where you will be able to submit your maps.
