Yes, helpers from all other communities can see and vote on EN helper applications.

All team members read applications, and all vote; but EN's votes count the most (if that makes sense).

We can all read the EN apps, express what we think about it and help the EN helpers to take a decision if they are discussing anything in particular in an application. EN Helpers are the ones who give the final yes/no, but we're allow to vote if we want to.

If FR applications were open, FR helpers would have the most say. If ES applications were open, ES helpers would have the most say, and so on...
