While I absolutely consider this Pepe saga to be ridiculous, it is worth mentioning that the swastika itself was not intended to be a hate symbol. It's a holy symbol in Indian religions (Hinduism, Jainism, Buddhism etc), and in Medieval Europe it was a Christian symbol representing Christ's victory over death. However, in Western culture it's now near-universally seen as a symbol of Nazism.
The point is, the meanings of symbols, emblems, flags etc. change over time and between cultures. But right now, yes, it's a stretch to say that Pepe should be a recognised hate symbol.
