Apparently you need to collect 1000 cheese before you can talk in the cafe:

I looked up your profile in the game and saw that you have 905 cheese now, so not quite enough yet.

(I guess it would be useful if the cafe showed a message explaining why you can't post yet instead of just not showing the new topic/message buttons.)
