Can't delete but I think I was being silly and it's not CC but direct cheese. Correct if wrong.

It's a mix of both. I just completed a 35 cheese quest and got 10cc and 25 shop cheese.

According to the Transformice Wiki, quests generally give 10 of the reward cheese as cc and the rest as shop cheese:
