It does seem like there's a bit of within-tribe favoring, but it's still the start of the contest so this feels like just a small amount of votes compared to how many there will be as time goes on. I'm not gonna lie I'd probably vote for my tribe mates too just because I'd know them on a more personal level rather than some random player, but if it continues throughout the entire contest something (probably) should be done about it.

I still like the idea of whoever won the last contest not being eligible in next month's contest, giving some other players a chance rather than just having the same people winning over and over again.

As long as a reason is given for tribe-mates, I'd say it's fine. You're most likely to see / notice things about people you see a lot, so I'd think voting for at least some tribe-mates is unavoidable.

As far as voting for people who got voted for previously... that's just one of the unfair things about contests like this. However, most people I imagine aren't doing it purposefully, but rather the last contest winners just happen to be fresh in peoples' minds as people who are good players. So while it may be "unfair" it's just one of those things you can't do much about without potentially being unfair.
