Nobody because unless you get rid of, or fix the broken as shit weapons and bomb abuse then it's just going to be skewed by overused spas and snipers and rambos who know that terrorizing by bombing everyone and running away slows the game down even more from how stupidly slow it is now.
Also, you would be excluding a very large demographic of players anyway because of that bug with shooting rapid weapons that hasn't been fixed.
