i think some items have a use option or something...? hmm not actually sure this game is really confusing at times

crafters use blueprints

I do have a blueprint, but I don't understand how to use it to make my crafter learn it

i think your main villager has to be your crafter in order to learn it

edit : I just realized it can only be learned by active villagers and I forgot to change my crafter to my active villager, and I learned it in my explorer.
I decided to change my crafter into a herbalist.

Oh yeah, guys, another tip:
When buying items from non-user stores (the ones in your village), an "enter offer" box will be displayed. After some testing, I've come to the conclusion that you can offer just 95% of the actual cost of the item. You don't save too much, but it can add up.
To find 95 percent of an item, take the original cost and multiply it by 0.95. The new number is your new price.
Ex: 100 x 0.95 = 95, so an item that is marked as 100FC can be bought for 95FC
