I honestly thought the reason why a second season was not released was due to the author being uncomfortable with zombie apoc genres, something along the lines of that. Also, I heard that HOTD is not popular in Japan (I'm not sure if it's the manga, the anime, or both)

There are several reasons why the makers of this popular anime series did not want to create the season 2 despite a huge fan following. One of the main reasons behind the delay in giving green-signal to the making of the season 2 is the recent earthquake and Tsunami in Japan. The Japanese authorities are superstitious and hence do not want to create any storylines based on the apocalypse.

With that being said, there is still a chance that "Highschool of The Dead" will still get a second season and some reports say it is likely to air in 2017. If we look back at the final episode of HOTD Season 1, it implies that there will be a continuation. Episode 13 "Wandering Dead" ended with a note saying "The battle is not over yet."
