4 hours is fine enough; I don't use the cafe much but it would be better to have longer account restriction to further stop harassment, especially from anonymous alt accounts. Here on the forum, you have very moderated content and sentinels to remove any sort of harassment, the cafe is prime for shit posting and harassment, so it only makes sense to make people with the intention to do harm, wait longer.

I also don't understand why this would even matter, how many alt accounts do you have to have to chat on the cafe?

a week is bit of a overkill. that would make cafe actually more dead than rather it is before, which doesnt like a smart idea despite the common shitposting ongoing there
